1. Zero‑Tolerance Statement
Chatroulette strictly prohibits any content or behaviour that sexually exploits, endangers or depicts minors. Offending accounts are terminated immediately, content is removed without notice, and relevant authorities are notified.
2. Scope
These standards apply to every user, piece of content (live video, still image, audio, text, metadata) and feature on Chatroulette, regardless of a user’s stated age or location.
3. Definitions
Child / Minor – any person under 18 years. CSAE – any act or material that sexually exploits or abuses a child, including grooming, sextortion, trafficking, or sexualised depiction of a minor (real or simulated). CSAM (Child Sexual Abuse Material) – any visual depiction of a minor in sexual activity or sexualised focus, including AI‑generated or illustrated content.
4. Prohibited Content & Conduct
Uploading, streaming, requesting, searching for, or linking to CSAM. Grooming or attempting to obtain sexual content from a minor. Sexualised discussion of minors, even if no imagery is shared. Fantasising about or role‑playing CSAE. Any content that normalises, glorifies or trivialises CSAE. Attempts to evade or undermine our safety systems (e.g., using coded language, filters, rotating images, VPNs).
5. Detection & Prevention
Automated Checks: PhotoDNA/CAID hash‑matching, AI image‑/video‑/text‑classifiers operate in real time. Human Moderation: 24/7 trained reviewers escalate cases rapidly. Age Assurance: Risk‑based age‑estimation and human oversight gates access to the site (Chatroulette is 18+)
6. User Reporting
A “Report” button is visible on every live session and profile. Reports flow into a dedicated queue triaged within 10 minutes for CSAE tags. Anonymous reporting is permitted; no account is required to flag CSAE.
7. Enforcement
Content Removal: Instant banning and hash submission to industry databases. Account Action: Permanent ban; device and payment‑token blocks. Law‑Enforcement Referral: All confirmed CSAM is reported to INHOPE within 24 hours, with data preserved for 90 days. Appeals: None for CSAE violations.
8. Staff Vetting & Welfare
Moderators undergo enhanced background checks, specialised CSAE training, ongoing psychological support, and mandatory rotation to mitigate trauma.
9. Data Handling & Privacy
Only minimal data required for the report is retained; all CSAE evidence is encrypted at rest, access‑logged, and deleted once legal obligations lapse, in line with GDPR and applicable laws.
10. Review & Updates
These standards are reviewed at least annually, or sooner if laws or risk patterns change. Users are notified of material updates via in‑app banner and website notice.
